In the aftermath of the Pearl Harbor attack, Americans of Japanese ancestry were ordered to leave their homes and businesses on the West Coast under the pretext of national security, an action now seen as a cause of national shame. And yet, Congress has failed to pass a bill that would make it harder for the government to carry out such mass incarcerations.
